What is the ADB-Japan Scholarship Program?

The ADB-Japan Scholarship Program (ADB-JSP) pays for professionals from ADB’s developing member countries to study at partner universities in Asia and the Pacific. The aim is to build skills that graduates take back to their home countries.

Keio University is one of Japan’s oldest and best-known private universities. Its Graduate School of Science and Technology runs a two-year, English-taught International Graduate Program (IGP) Master’s, built around coursework and supervised research. You apply to the IGP first, and send your ADB scholarship form with your application.

What you get

  • Full waiver of tuition and entrance fees
  • A monthly stipend equal to the Japanese Government (MEXT) scholarship rate
  • One round-trip air ticket
  • Funding for up to two years

Fields you can study

From 2026, the Graduate School of Science and Technology is organised into four schools:

  • School of Mathematical and Physical Sciences
  • School of Chemistry, Life Science, and Informatics
  • School of Engineering and Design
  • School of Informatics, Management, and Human Sciences

Who can apply

  • Citizens of an ADB borrowing member country (countries no longer borrowing from ADB are not eligible)
  • A Bachelor’s degree or equivalent with an outstanding academic record
  • At least two years of full-time work experience gained after your degree
  • Strong spoken and written English
  • No older than 35 at the time of application
  • Living and working in your home country (applicants living elsewhere are generally not eligible)
  • Willing to return home after your studies and contribute to its development

Is there an age limit?

Yes. You must be no older than 35 when you apply.

Do I need work experience?

Yes. You need at least two years of full-time professional work experience, gained after your university degree.

Do I need IELTS or TOEFL?

Keio’s ADB page asks for strong English communication skills. Check the IGP Application Guide for AY 2027 for the exact proof of English it accepts.

Is there an application fee?

Yes. Keio charges an application fee of 10,000 Japanese yen for each IGP application. It can be paid by credit card or bank transfer, and it is not waived or refunded.

Required documents

  • The IGP Master’s application documents listed in the Application Guide for AY 2027
  • The ADB Scholarship Application Form, sent together with your IGP application
  • Your degree certificates and transcripts, sent by post by 31 October 2026
  • Proof of English ability
  • Proof of at least two years of full-time work

How to write your research plan

The IGP is a research-based Master’s, so your plan and your choice of supervisor matter most.

  • Use Keio’s Staff Profile tool to find a professor whose work matches your interests.
  • Email them before you apply and discuss your research idea. Keio says applicants who skip this step have a much smaller chance of acceptance.
  • Link your research to a real problem in your home country. ADB funds people who will take their skills home.
  • Use your work experience. Show how your job led you to this research question.

How to apply, step by step

  1. Choose your school and contact a prospective research supervisor at Keio.
  2. Download the Application Guide and prescribed documents for AY 2027 enrollment.
  3. Complete the IGP online application under Application Period I for September 2027 entry.
  4. Pay the 10,000 yen application fee.
  5. Upload and send the ADB Scholarship Application Form with your other documents.
  6. Post your certificates so they arrive by 31 October 2026.

Selection process

Keio first decides on your admission to the IGP Master’s. Results for Application Period I are announced in mid-January 2027. ADB scholarship candidates are then considered for the award. Places are limited, and ADB also checks that you meet its rules on nationality, age and work experience.

Deadline

31 October 2026, 17:00 (Japan time).

The online application opened on 1 September 2026. Your certificates must also arrive by post by 31 October, so send them early.
